Stage Department Store hiring process?

Outside of Stage is a huge banner reading "NOW HIRING" My daughter 17 fillout an application. She took it to the store and gave it to a sale associate. She was told the lady who does the hiring was gone to lunch. So she goes back to the store at a different time and day to check on her application. Again the lady who does the hiring was out. So she called the store to talk to the lady, again she is told she is at lunch. My daughter dresses well and is very neat. She is a honor roll student. She has worked for a summer program at the company I worked for when she was 14. THey have not called her for an interview, I was just wondering if anyone else has had problem with the hiring process at stage, How do you get hired on at Stage.
