How do I move air with the greatest force?

Two options are to make a large amount of air go faster or to make a small amount of air go much faster. The later seems like the best choice, but I am not sure. My question is what is the best way for a person to exert force with air using things available at a hardware store or at home. If there are several stages, what will each stage do and what important safety issues should be considered at each stage?How do I move air with the greatest force?
If you are trying to move and object with this "air"... You may want to have a look at this equation...

mv = v (m + m)

M = Mass

V = Velocity....

And so if we put some figures into this...

Assuming you had a board made that was 1m^2 which was the face that was facing the "air"....

Let's say that this board weighs 1kg...

The air that would hit it would have a volume that is about 1 000 000cm^3...

This means that the mass would be 1.275kg....

Then let's say that you get this wind moving at 10 m/s... This a fairly heavy wind... About 20mph...

And so your equation then looks like this...

m*v + m*v = v (m+m)

0 + 1.275*10 = v (m+m)

12.75 = v (1.275+1)

12.75/2.275 = v

v = 5.6044 m/s.... This is how fast your object will be moving afterwards.... However this would take lots of energy and be very hard to do....How do I move air with the greatest force?
Probably answer #2, though I'm not sure that I understand the question.
